Disability advocates propose over a billion dollars in Medicaid savings

Proposals that reduce NYS spending and promote the independence and integration of seniors and people with disabilities

Knowing that Governor Cuomo will need to address a massive budget shortfall, the New York Association on Independent Living (NYAIL) and the Center for Disability Rights (CDR) have developed a policy paper that identifies ways the state could save over a billion dollars in Medicaid funding over five years, without affecting rates or the availability of services. If adopted, NYAIL and CDR's recommendations to the incoming Cuomo Administration would comprehensively reverse Medicaid's current institutional bias in favor of responsive and fiscally responsible home and community based care. Even in the face of a budget crisis, New York State has an unprecedented opportunity to improve the lives of seniors and people with disabilities and to support their legal right to live in the most integrated setting, as mandated by the Americans with Disabilities Act and the Supreme Court’s Olmstead decision.

NEW YORK’S COMMUNITY HEALTH ADVOCATES PROGRAM (CHA)

Finding affordable, quality health coverage


If you need health care, New York’s Community Health Advocates program (CHA) can help.  With a network of 24 community-based organizations, CHA can help you find and use affordable, quality health coverage in your neighborhood. 

You can get help from CHA whether you are privately insured, publicly insured, or uninsured.  If you don’t have health insurance, we can help you get care through local health centers and hospital charity care programs.  Over the past ten years, CHA has helped nearly 150,000 New Yorkers.

Center for Independence of the Disabled, NY (CIDNY) and the New York Association on Independent Living (NYAIL) are working together through CHA to help consumers with disabilities throughout New York State.  CIDNY will offer workshops and help to individual consumers, NYAIL member Independent Living Centers, and other nonprofit staff who work with consumers.

More than 250 people with disabilities and older New Yorkers were taking action for independence at NYAIL’s 2010 Statewide Conference. This year is the 20th anniversary of the Americans with Disabilities Act, the foundational civil rights legislation which prohibits discrimination on the basis of disability in employment, State and local government, public accommodations, commercial facilities, transportation, and telecommunications.

NYAIL Issues Report on Statewide Needs Assessment

In 2008, NYAIL contracted with the Center for Governmental Research Inc. (CGR) to conduct a needs assessment to determine how ILCs can more effectively meet the needs of people with disabilities throughout the state, to determine service gaps and barriers that interfere with the provision of services, and to determine the resources Centers will need in the future to best meet the needs of their constituents and how those resources should be best allocated.
